General Explosives Compliance

Explosives Testing & Shipping
Approvals   
Most dangerous goods are self-classified by the manufacturer
or importer, however most explosives are required to be approved by
the national competent authority (regulatory agency in charge) before
shipment. DG Advisor assists the client from start to finish.
Special Permits (Formerly "Exemptions") For
Shipping   
If a client wishes to vary from the existing shipping regulations,
they may do so if granted a special permit from the competent authority.
DG Advisor helps the client assess if the permit request is viable,
and assists the client with packaging, gathering safety data and pursuing
the permit.
Regulations Development and Modifications   
Industry participates in the regulatory process and impacts the regulations
to reflect viable business practices while preserving public safety.
DG Advisor assists clients who want to maintain a presence in this process.
Occupational Health & Safety   
DG Advisor helps clients comply with national and international hazard
communications regulations. This may take the form of MSDS and Labeling.
We are familiar with other occupational safety regulations such as OSHA
Process Safety Management.
Employee Training   
Training is required by many agencies, and some agencies have more
than one training requirement. DG Advisor provides training in areas
related to general awareness and explosives.
Interpretations   
Regulations like many things often assume a shade of gray versus black
and white. When this affects business it is often worthwhile to obtain
a clarification from the applicable agency.
Fire Service   
Principal consultant Ben Barrett represents the Sporting Arms &
Ammunition Manufacturers Institute (SAAMI)
on the Technical Committee on Explosives of the National
Fire Protection Association. We also belong to the ICC and monitor
the International Fire Code.
Import/Export   
Exporters of explosives must normally obtain licenses from the Department
of State or the Department of Commerce. Other documentation may be required
by the US Census Bureau. Explosives importers need licenses from the
Bureau of Alcohol, Tobacco, Firearms & Explosives.
Package Design & Testing   
Most packages of dangerous goods must be tested
for physical endurance based on "performance oriented packaging (POP)"
regulations. The severity of the testing depends on the mode of transport
and the hazard level of the material. Only laboratories certified by DOT
for the purpose are qualified to perform this testing and file the required
documentation.
